In addition to the legal consultancy, the winning bidder will also advise on the competitive tendering of the projects, stated OPWP in its tender notification.

The development of the Duqm Wind IPP, Jaalan Bani Bu Ali Wind IPP and Harweel Wind IPP comes in line with Oman’s vision to diversify fuel sources through the use of clean energy for power generation, it added.

Of the three projects, Duqm and Jaalan Bani Bu Ali Wind IPP are likely to start commercial operations by Q2 2026, while the Harweel project will kick off operations in Q4 the same year.

OPWP said it expects to receive response to RFP project’s tender from the bidders by March 23.

A key Omani entity, OPWP is responsible for procuring new capacity for power and water in the sultanate in accordance with the requirements of the law for the regulation and privatisation of the electricity and related water sector.
